Main Responsibilities
 
1. To study and draw up the local rules and regulations related to the administration of land, mineral resources and survey and mapping; to draft the policies of the administration, protection, rational utilization of land and mineral resources and mineral resources and the policies of the administration of survey and mapping; according to law, to supervise the technical standards, rules and regulations concerning land and mineral resources and survey and mapping, and supervise their implementation, to formulate relevant rules for the implementation, and supervise their implementation.

2. To compile and implement the national comprehensive planning for land and resources, overall plan for land use and other specific plans; to participate in the examination and verification of urban overall plans submitted to the State Council and the Provincial Government; to direct, examine and verify the overall planning for urban and rural land use; to organize to formulate and supervise the planning for protecting and rationally using mineral resources and the planning and plan of geological prospecting, prevention of geological disasters, protection of geological relics; to organize to formulate the development planning of the survey and mapping undertaking in the province, to be responsible for formulating and implementing the planning and plan concerning basic survey and drawing, the land origin mapping and other major mapping projects.

3. To supervise and inspect the law enforcement of the departments responsible for land and resources management at the municipal and county levels, and supervise and inspect the implementation of planning for land and mineral resources; to be responsible for relevant administrative reconsideration and appeal-response; to protect, according to law, the lawful rights and interests of the owners and users of land; to undertake and organize the arbitration of major disputes over rights and ownership and investigation of serious law-breaking cases.

4. To draft and implement policies for protecting cultivated land and encouraging the development of cultivated land; to enforce the control over the different purposes of land used for agriculture; to supervise and direct the development of unused land and cultivated land, land revitalization and reclamation, the protection of capital farmland, so as to ensure the increase instead of decrease of cultivated land.

5. To conduct unified management of urban and rural land administration and land record in the province, to formulate and implement the administrative measures for land record; to organize the investigation of land resources, land record, land statistics and dynamic motoring; to organize and direct the establishment of land record information system; to provide guidance for land right verification, urban and rural land record, land grading, land registration and certificate-issuance.

6. To administrate the requisition and allocation of the land in the province; to undertake the examination and submission of applications for land use requiring the approval of the State Council and the Provincial Government; to participate in the evaluation, location, design, examination and verification of major construction projects.

7. To be responsible for the management of the Provincial land market and land property; to draw up, and according to provisions organize and implement the administrative measure for the assignment, lease, evaluation, transfer, transaction and governmental purchasing of the right to the use of land; work out catalogue guide for the allocation of state-owned land and measures concerning the land used by villages and townships; to be responsible for the examination and approval of the state-owned enterprises¡¯ management of the allocated land use right; to direct the administration of the transfer of the right to use non-agricultural land owned by rural collectives; to direct the evaluation of bench mark and standard land price; to validate the qualification of the land evaluation and appraisal agencies, and confirm the land-use prices; to be responsible for levying land profits.

8. To supervise the examination, approval, registration and licensing of the rights to explore and to mine the mineral resources and the transfer of the rights; to examine and validate the qualifications of the institutions responsible for the evaluation and estimation of exploration rights and mining rights and supervise and administrate their evaluation and estimation activities, and confirm their evaluation and estimation results; to supervise and administrate according to law the exploitation and utilization and valid protection of mineral resources; to administrate according to provisions the collection and use of mineral resources compensation, money paid for mine exploration and exploitation.

9. To be responsible for the management of mineral resources reserves; to analyze the situation of the supply and demand of mineral resources and development strategies; to comprehensively administer the collection and exchange, and storage of geological materials; to organize the investigation and evaluation on the provincial mineral resources; to implement administration of geological units in the province; to supervise and administrate the geological prospecting activities in the province; to verify and confirm the qualification of geological prospecting units, to administrate the geological prospecting achievements; to examine, approve or investigate foreign cooperation.

10. To organize the monitoring and prevention of geological hazards and the protection of sites of geological importance; to supervise according to law the hydro-geological, engineering geological exploration and evaluation; to supervise the monitoring and prevention of the over-extraction and contamination of underground water and protect geological environment; to designate geologically important areas for protection such as areas of valuable fossil occurrence and standard geological sections.

11. To organize and administrate the basic mapping, the mapping of demarcation line of administrative regions, the mapping of land record, and other major mapping projects in the province; to be responsible for examining the qualifications of mapping units and issuing certificate thereof, to be responsible for the registration of survey and drawing tasks and for the supervision and administration of mapping products quality.

12. To administrate the mapping standards, mapping control system; to be authorized to administrate the calculation of mapping industry; to direct the standardization of the mapping industry; to organize and guide the construction of basic geographical information system and socialized service for basic geographical information within the province; to administrate according to law the draft of law; to examine the published maps which have been shown to public, to administrate, examine and verify the indications of place names on the map.

13. To arrange, supervise and inspect the use of state and provincial funds for geological exploration, survey and drawing and land and other related special funds; to organize and develop international cooperation and exchange.

14. To undertake other matters and other tasks assigned by the Provincial Government.
